API documentation can be generated from the source code by users, but we are currently not publishing the generated set of docs anywhere. We should automate the generation and deployment of API docs.
We could start by adding them to readthedocs, like we do for Python, although I'm not sure if readthedocs can host PHP-generated documentation.
