Enable step filtering options by default

Eclipse offers so many features which are disabled by default, it is really sad.

While reviewing #894 I've just noticed that "Step filtering" is disabled by default, but it is such useful feature for debugging. I have it on since ever, so just was unaware it is still off by default.

We should enable filter stepping feature in general and enable many options inside by default.
