[clr-ios] Stand up library and runtime test on Apple mobile using interpreter + R2R

Description

Stand up library and runtime tests on Apple mobile platforms (iOS, tvOS, MacCatalyst) using CoreCLR with interpreter + R2R. Validate end-to-end app execution, runtime initialization, and library test execution in both device and simulator environments.

• Add build props for interpreter + R2R
• Standup runtime tests on devices and simulators
• Standup library tests on devices and simulators
• Update docs to run tests with CoreCLR
