Follow the Docker Instruction and meet an error

$ git clone https://github.com/docker/welcome-to-docker

git: 'remote-https' is not a git command. See 'git --help'.
fatal: remote helper 'https' aborted

This is the problem I met in the Docker Desktop terminal(Windows Powershell).
Since I am in China, I used a proxy. However, even after disabling the proxy, the error still persists.

由于在中国，我使用了代理。但关闭代理后错误还是存在。
