Merges divadist -> master

In addition to the standard batch file, 3 .inis are included.
Each .ini contains only the variables used by divahook:

• segatools_default.ini (all settings set to common.md defaults)
• segatools_real.ini (all settings set for real cab)
• segatools.ini (distributed copy; copy of _real).

mkdist has been updated to package these files just like other games.

FYI, I need this merged as a prereq to a fix I have for https://dev.s-ul.eu/djhackers/segatools/-/issues/10.

I'm going to need to add a config variable for that fix. Merging this first will make that fix merge much easier.
