Countdown timer for approval tickets #62

Every time we review a bot we have to constantly check the time we originally opened the ticket and ensure that 48 hours haven't past. Once 48 hours have past, we have to close the ticket and decline the bot.
Describe the solution you'd like
A timer in the channel topic which counts down from the time the mod runs del,changes. It could look something like this:
⏲️ Time remaining to fix the mentioned issues 48 hours.
Once the 48 hours are up, Delly could ping the mod that opened the ticket. (Also would be nice if we could add more time if developers need it)
