Coverage is not displayed in most PRs

Previously, Coveralls created PR comments with test coverage stats. (See #9900 for an example).

Recently, coverage stats only appear on PRs from forks. (See #10111 for an example).

This might be related to Vercel PR comments due to the recent docs migration.
Should be investigated because seeing test coverage in PRs is helpful.
