Development database: add all tables

All tables should be added, populated and/or supported in the development database. Here is a complete list (though not all are needed or relevant):

• ActivateToken
• Event
• MenuProduct
• Role
• Semester (this one especially blocks the creation of the others)
• Session
• ShiftCafe
• User
• UserMembership
• UserRole
• UserToWorkGroup
• VerificationToken
• VoucherLog
• WorkGroup
• WorkLog
