Give the option to specify budget max disruption by Node or by Disruption #30
Description
Today, ADB uses:
maxDisruptions: 1 which is the number of disruption tolerated, NOT the number of node disrupted
NDB uses:
maxDisruptedNodes: 1 which is the number of node impacted.
Having all budgets support both configurations would be beneficial as it will be more explicit to users what is the behavior of the field.
