Improve documentation and observability of the behavior for PVC Node selection

If the list of selector is empty on a PV we chose to ignore it. This behavior should be made explicit to help user.

TODO:

• Add documentation in README
• Log a warn message when skipping node_selector if nil and when tnode_selector.NodeSelectorTerms is empty
