.conanrc file is not documented

I remembered learning about this here. But I can't find anything about it in the docs.

(In the meantime there's some info about that in the PR that introduced the feature)

Quick note, .conanrc is very new, we might want to document it as experimental or preview, until we get some initial understanding, at least about the UX and interface, to be future-proof.
