Create first two sections of landing page

Create the first two sections of the landing page, i.e. the title with picture and boxes describing different event types.

Requirements

• Page should be responsive - see both the mobile and desktop versions on the figma
• Image should use next/image
• 'More about us' button should link to the about/committee page
• A separate component should be created for the light purple fancy image frame
• Please replace the existing test landing page, but if possible move what is in currently in index.tsx to another page so we can still use the healthcheck ping/pong test

Other notes

• Please do not edit the default button component as part of this issue, the custom buttons are a separate issue
• No need to link the 'Join our discord' button to anything yet
• This is a frontend only issue - there is no need to do any kind of backend work or any more than the first two sections
