Question: Reason for closing PR #3649

Dear adipose,

I noticed that PR #3649 (Toolbar enhancements) was closed on Nov 24, 2025.  
Could you please clarify the reason for closing it?  
I would like to understand the future direction of UI improvements,  
as this will help me in translation work.
