feat(issueCounts): check for existing remediation

**Task Description**

Heureka contains multiple counts, such as:

- Number of Vulnerabilities in a Service
- Number of Vulnerabilities in an Image
- Number of Vulnerabilities in an Image Version

These Vulnerabilities can be remediated, for example a Vulnerability can be flagged as false positive. In this case, the Vulnerability should not show up in the various counts anymore.
