feat(issueMatch): check for existing remediation

Task Description

Whenever an Issue is attached to a ComponentVersion, the event OnComponentVersionAttachmentToIssue will be fired. The event handler will take care of creating new IssueMatches for the existing ComponentInstances.

The handler needs to check if a Remediation exists for this Issue:

• Remediation for Issue in Service
• Remediation for Issue in Component in Service

If so, the IssueMatch will still be created but with the status closed. It needs to be created, because a remediation can expire. In this case, the corresponding IssueMatches will be reopened.
