[feat]: Stop trying to estimate tx gas cost on certain cases. #13
The underwriter is currently unable to determine the reason of why 'gas limit estimation' has failed, hence it will retry the estimation
maxTriestimes. Stop trying the estimation when another underwriter has executed the underwrite.
