[ Fix : Permission for Organization Users Can Not Be Changed ]

Describe the bug
When an org. user having higher level permission tries to change the lower level permissioned org. user permission then it can not be done. Refer to the video.
Find it while solving issue #220

To Reproduce
Bring file changes from PR #221

1. Click on organizations in left sidebar, then click on Users in left sidebar.
2. Add a user to the org. Refresh once - useEffect isn't placed :)
3. Try to change the users permission.
4. Can not do it.

Expected behavior
It should have changed the org. users permission.
