Invalid 17 and 18 digit Visa Card Numbers passing validation successfully which is wrong

Based on https://en.wikipedia.org/wiki/Payment_card_number Visa card numbers can only be 13, 16 and 19 digits long.

Currently 17 and 18 digit Visa card numbers pass validation successfully but they are supposed to fail
