[Bug]: Need a configuration option to disable the Updates banner

Describe the bug

Due to compatibility or other reasons, some bottles may intentionally use older versions of the runner or components. We should provide an option to hide the Updates banner, or add a dismiss feature that records the current state until a newer version is released, instead of always displaying the banner.
