User-configurable interaction rate limits (like Discord's "Slow Mode")

Describe the Feature

Sometimes interactions start coming in so quickly that I get overwhelmed. I'd like something kinda like Discord's "Slow Mode" so I could set a setting like, "Only allow people to send me X replies per Y [unit of time]" or "Only allow X people to follow me per Y [unit of time]" or something, which would then be enforced by preventing people from performing that interaction if the limit has already been hit within that time period.
