Handle caching for objects and data

The current system does not cache things correctly. There needs to be an effort to cache things and prevent redownloading. There's a rudimentary cache built on sqlite but it's not finished and doesn't actually prevent redownloading.

Caching is almost finished in its basic state. I should probably refactor all of this and pull the caching out into its own systems. The flow should go receive from UDP -> Cache check -> if not in cache, download, -> render, and the cache check should be in its own layer.
However.
What i need to do now is make the agent db match the agent object exactly. I need the agent object stored in memory to be fully rebuilt from the cached object from the DB.
