[request] Serialize impl

I'm not sure how difficult this is, but can we have the Serialize impl as well? So we can go back and forth?

Hi, I would be interested in this feature. I want to automatically generate default configurations, that can later be parsed with duratin-str + Deserialize. Is there any chance this gets reopened?

@baoyachi if you need a simple serialize function implementation, look at functions at chrono::serde.
