Unable to use transmog portable even if in GM mode

I'm unable to access transmog portable even with GM mode enabled.

Steps to reproduce:
.gm on
.tarnsmog p

I get the message "The portable transmogrification NPC is a plus feature. Plus features are currently disabled." When enabling the settings, I instead get "You are not eligible for the portable transmogrification NPC. Please check your subscription level."

I'm not using the CMS module. Is this required now?
