Issue with inconsistent XP multipliers (x5-x6 instead of configured x2)

I'm seeking help with a strange XP calculation issue on my AzerothCore server.

The Problem:
I have my rates set to x2 in worldserver.conf, but I am receiving vastly more experience than expected. For example, when turning in quests, I get 5x or 6x the amount shown in the quest log.

There seems to be no clear pattern, but it's consistently over-tuned.

What I’ve checked/tried:

worldserver.conf: Rate.XP.Quest is strictly set to 2.

Modules: I have completely disabled mod-individual-xp and mod-autobalance to rule them out, but the issue persists.

I've been going in circles with this and can't find the source of this hidden multiplier. Has anyone encountered a situation where core XP logic ignores config rates or compounds them with something else?
