test(ts#website#auth): store the pre-fix constructs verbatim in the WAF migration spec
The spec derived its "before" state by reversing each of the migration's edits,
which would drift as the templates move on. Both constructs are now stored as
verbatim pre-fix strings instead, matching how the other migration specs fixture
