`Console` Fix 0 P-Chain balance

Sometimes P-Chain balance loads as 0? Refreshing the page will resolve it... However this will automatically trigger the faucet drip even when user has tokens.

Investigate the root cause for P-Chain balance loading as 0 and apply a fix

It happened to me as well when it the first time connecting Core wallet. Maybe I just open (input the password) and go straight to the Console.
After a page refresh is fine
