feat: make studio tips functional

The tips should be on https://github.com/atomic-studio-org/Atomic-Studio-Help as a separate RPM package, like manual pages.

They'll be parsed from a YAML file or some other structured data, with automatically parsed '%%' statements, which will be substituted depending on a builtin table

Should also be checked with yml schemas!
AND it should have a configuration file to know where to fetch all the tips.
