I am unsure what you want to do here? Do you mean: can ARTS simulate windy RT? Then the answer is yes. Please see the user guide for more details. You should look for chapter 13. and for sections 3.8 and 16.5 depending on what you want to do.

Generally, meteorological effects are quite slow compared to radiation. So we do not consider time a factor. when sampling the atmosphere.
