Rename Nauru to Naoero once Wikipedia settles #751

Reminder issue, following the discussion in #749.

Nauru officially changed its name to the Republic of Naoero: Parliament passed the constitutional amendment in May 2026, the planned referendum was dropped in July, and the UN lists the country under the new name. (RNZ · Al Jazeera · ABC/AP)

Per the contribution guidelines, we follow the Wikipedia article title for each language. The English Wikipedia article is still at Nauru, with a move discussion in progress, and other language editions are in flux (German briefly moved to Naoero and reverted). So: nothing to do yet.

Once the article titles settle (suggested check-back: early 2027), the rename can be applied per-language to match each Wikipedia's choice, with the old name kept in country_info, following the Eswatini/Swaziland precedent. #749 has a full implementation to draw from.

Also worth checking then: ISO 3166 still lists NR/NRU, so the code cards need no change until the standard updates.
