Add the possibility to view the proposals submitted by others and rate them

A visitor should be able to view all proposal, submitted by other users and rate them.

• Implement the UI of the page
• Implement an Azure Function to retrieve alla the proposals (paginated)
• Implement an Azure Function to rate a proposal
