I just stumbled upon this repository and decided instantly to release the documentation I wrote last year about the file format of the PCS / PES files containing the sprites for Grand Prix Circuit. I was not really planning to do anything with it - it was just some project I did out of curiosity - but I thought you might be interested: https://github.com/roelderickx/retro-grandprix
There is a proof of concept extracting the files, but no application to create new files. Not sure if it works for Cycles as well, the file format for Test Drive is definitely different (but I have the documentation for this format as well if you're interested).
