NoGrowth lets trees grow

Trees continue to grow in claims with the NoGrowth flag set

Steps to reproduce the behavior:

1. Create a claim
2. Set the NoGrowth claim flag
3. Plant saplings
4. Wait

Expected behavior:
Saplings would remain instead of growing into trees

You'll want to use NoStructureGrowth for organic structures (Sapling -> Tree), (Mushroom -> Huge Mushroom). NoGrowth is for things like wheat, sugar cane, cactus, watermelon, pumpkin, turtle egg.
