Allow Ctrl/Cmd+C copy shortcut while React Grab toolbar is minimized

Currently, copying the focused/selected element via Ctrl+C / Cmd+C appears to depend on the React Grab UI being open/visible.

It would be useful if the copy shortcut still worked when the React Grab toolbar is minimized, as long as an element is currently selected/focused by React Grab. This would let users keep the toolbar out of the way while still quickly copying the selected element context.

Heads up, I couldn't open a PR. The repo has PR-opening limited to collaborators, so the fork flow in CONTRIBUTING.md doesn't work for outside contributors right now.

The fix keeps the hold Ctrl/Cmd+C select and copy gesture working while the toolbar is minimized (it stays collapsed, quick taps still hit native copy). Added e2e tests, existing toolbar/keyboard/activation/selection suites pass.
