MWPW-200314: real ESL/RF/MR fixes, sign-in gating, DA sheet bug (#230)

Sessions Guide Part 3: real ESL/ESP/RainFocus/Mobile Rider integrations, sign-in gating, Digital Agenda track badges & swimlanes, Watch Now routing, analytics, an accessibility sweep, and a federal-CDN icon system feeding the Tier 1 Event Configurator's new icon/product pickers.

Partial PR — unblocks configurator-side development (Tier 1 Event Configurator, Session Guide Configurator), which depends on utilities landing here.
