ci: re-trigger checks after transient CodeQL init auth flake

The Analyze (rust) CodeQL run failed once at the Initialize step with a
transient "Requires authentication" GitHub API error during feature
enablement, before any code was analyzed (build-mode: none). CodeQL passed
on this branch previously and on main both before and after, so this is an
infrastructure hiccup rather than a code issue. The default-setup run
cannot be retried directly, so this empty commit re-triggers the checks.
