make build arch-agnostic

`npm i` on windows (git-bash) fails on [this package.json line](https://github.com/aave/aave-v3-deploy/blob/27ccc6d24ef767a2b71946784a843526edbc9618/package.json#L58)
```package.json
    "compile": "SKIP_LOAD=true npx hardhat compile",
```

Suspect other package.json scripts may be linux-specific.
