Add home verification system

Proposal to add a configurable system that controls home usage based on the player’s current permissions.

Functionality

• The maximum number of homes is determined by permissions (e.g. default = 3, vip = 10).
• If a player loses a rank and now has more homes than allowed:
• Teleporting to homes is blocked.
• The player can only list and delete homes.
• The player must delete the excess homes until they are within the allowed limit.
• Once the limit is met, home teleportation is automatically unlocked.

Configuration example:

homes:
  enforce-limit: true
  block-extra-homes: true
  allow-teleport-if-exceeded: false
  notify-on-login: true

Config options:
enforce-limit: Enables the system.
block-extra-homes: Blocks homes when the limit is exceeded.
allow-teleport-if-exceeded: If false, /home cannot be used while over the limit.
notify-on-login: Notifies the player on login if they exceed the limit.

Example:
A player had 10 homes (VIP).
They lose the rank → new limit is 3 homes.
They must delete 7 homes before being able to use /home again.
