[BUG] ufw is not enabled by default

Describe the problem

After the installation of the system, if we change the incoming connection to Accepted in Firewall settings, the following error message is show:

Please restart the Plasma firewall. The engine is disconnected.

How to Reproduce the problem?

1. Install the system
2. Reboot the computer
3. Go to firewall settings
4. Activate firewall
5. Change the incoming connection
6. See issue
