This allows us to have the same version of those files across all repositories.
If there is a need for repository-specific override, the repo itself can have their own versions of such files. Most likely this will happen with neuro-mcp-relay-registry since that is not a NeuroPilot-specific project.
The only reason why I think we shouldn't do this is because there are multiple different groups of projects that may/could have different processes anyways, and the amount of such repos may be significant enough to make this not worthwhile.
