check if the system is running in an immutable environment with bootc status. If so, then disable any post-scripts, codec tweaks and prevent DNF transactions from being run as the system is read-only.

anyway we discussed this again and it seemed like this is kind of impossible given the OCI format, However we can enable most codecs by default at least, only HEVC is an outstanding issue
