Disappearance of FilterBar on small Screens

showFilters && (!isPhone || (isPhone && hideToolbar)) ? classNames.filterAreaOpen : classNames.filterAreaClosed

The default for hideToolBar is false, therefore the part (isPhone && hideToolbar) will not matter in that case, since it'll just be the always false part of an OR-operation.
Therefore if isPhone is true filterAreaClosed gets attached and the filters won't be visible due to the css of that class, without any possiblity for the user to change that.
But if I set hideToolbar to true the filters will be visible and accessible. That would be the only way around since showFilters cannot be set directly.

Is this intended behaviour? The naming of hideToolbar is rather misleading, if so.

please see the description of the component:

Responsiveness: The name of the view or title is always visible. The filter area varies:

Desktop: Expanded or collapsed by default
Tablet: Collapsed by default
Phone: Not displayed. Accessible through filter dialog.

So, this is the expected behavior.

Additionally, we'll better outline the hideToolbar behavior with this PR, as the responsive design only applies for the standard FilterBar, not when it's used e.g. inside a Dynamic-/ObjectPageHeader component (hideToolbar={true)).
