refactor: simplify FileByteFilter matching and restore strict/lazy semantics

- reduce duplicated check handling
- simplify matching flow and internal type check selection
- separate basic checks from strict/lazy-specific checks
- fix mode-specific validation so lazy no longer skips shared rules
