PixelOS quick settings tile doesn't consistently start TC until app open

Describe the bug
When starting TC from the pixelos quick settings tile, the VPN service sometimes won't start until the app itself is opened

To Reproduce
Steps to reproduce the behavior:

1. Turn off TC (using quick setting tile or whatever)
2. Turn on another VPN for a bit
3. Turn on TC using the tile

I have the battery settings set to unrestricted as usual. Sometimes the app will start instantly, usually if I've recently turned it on or off
