Bug Description
When placing down a scaffold and the dozer or worker wanting to start the construction of the scaffold it will sometimes just stand next to the scaffold and never start the construction in the first place.
With some testing I have found out that the neighbouring building impassable tiles are the cause for this issue when they generate a bit too far away blocking the path for the dozer or worker to start constructing.

Reproduction Steps
- Run a debug build. And make sure you can see the building tiles like I have in the pictures.
- Place down structures easiest is the USA airfield until you get a building that the yellow tiles generate far away from the building as possible like this
- Try to place a scaffold next to it so that the dozer wants to construct the scaffold from the corner close to the generated yellow tiles from the neighbouring structure.
- Make sure the dozer is constructing from the corner, might take a few tries to get it right.
