Bug Description
Tanks firing shells don't appear to be able to target any units or structures after a certain height elevation difference above itself. But the same tank is able to fire at the ground next to the target. Meaning, the ability and capability of firing at the targeted elevation is possible, but if there is a unit or structure present in the same location it is no longer possible.
Examples below. Units tested with:
Battlemaster (Failed)
Crusader (Failed)
Scorpion (Failed)
Overlord (Failed)
Emperor Overlord (Shells Failed / Gatling Upgrade Succeeded)
Gatling Tank (Succeeded)
Outpost w/ Tank Hunters (Succeeded)
Tank Hunter (Succeeded)

Reproduction Steps
Use this map if needed. Use a tank to fire shells at these bunkers from below. And then attack the terrain next to it from the same place.
Place and target any structure or unit on the trail behind the bunker and note the same issue.
Additional Context
Inconsistent behavior. It's unclear to players what's going on when this happens. The tanks can force-fire the ground next to the target to cause it damage. They can see the unit physically capable of firing at the location they are targeting. But they cannot target the actual thing they want to destroy.
If the units can shoot at these places if nothing is present, I feel like they should be able to shoot anything that is present as well. But, is the bug that the unit can force fire the ground at that elevation, or is the bug that the units/structures cannot be targeted? Debatable and unclear.
