Will split out into separate issues when they're ready. * new Database tables for codes: #398 * new APIs for the generic version over Tyler and TrueFile: #399 * generating the TrueFiling client objects from SOAP stuff * related to the other ECF4/ECF5 refactors the most * writing Filing objects (getting TrueFiling working side by side with Tyler stuff)
