feat(emergency): automate SOS orchestration and location safety

Restore hold-SOS to Incident Tracker, run ICE+108 SMS and hospital Maps after activation, fix trauma navigation to nearest facility, add Call ICE FAB, reduce false distress alerts, and wire GPS into Sarthi and community briefs.
