Whenever Crosslink has the ability to allocate some "to-be-issued ZEC" in a block, and it chooses not to, then that ZEC is simply not issued in that block.
Without the NSM (as in current mainnet), this would mean the total supply would simply be that much less moving forward.
With the NSM activated (which we anticipate prior to any potential CL activation), those funds would continue to be allocated into issuance by the NSM moving forward.
