USE_SOCKET = 0 -> 1 default in makefile?

The default value for USE_SOCKET is 0 but from the description it seems like the default should be 1.

Also when doing conda install sparc-x one ends up with a version compiled without socket support.

@phanish-suryanarayana the default behavior for the makefile hasn't changed, the default is still USE_SOCKET=0 unless the user compiles with socket support, as noted in the reviewed documentation. "The SPARC source
code should be compiled with the USE_SOCKET=1 option."

In our CI workflows the USE_SOCKET=1 is used and so far no big issues detected. We can switch to USE_SOCKET=1 in the next major release of SPARC from my point of view
