Global CSS: For Theming and Components

Purpose

Currently, our design do not have a fleshed out component deck or styling guideline. Until this is done, any dev who is working on a UI creation task can use Shadcn's out-of-the-box components and use Tailwind to make layouts responsive

Acceptence Criteria

• Create a global.css and/or edit components.json to ensure consistent styling across components
